This position requires balancing requirements as Engility’s Program Manager as the Site Manager for the customer at the ARCENT Readiness Training Center (ARTC), Camp Buehring, Kuwait.
The Site/Exercise Support Manager reports to the customer and is responsible for contract execution that facilitates training U.S. and Coalition Forces in support of the U.S. military combat, combat support, and combat service support elements, host nation forces, or coalition forces as directed by the U.S. Government.
The Program Manager reports to Engility while overseeing and managing the operational aspects of ongoing projects. The PM serves as liaison between project management planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses program issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring program progress while skillfully providing intervention and problem solving with project managers, line managers, and clients. Directs a professional team encompassing a wide range of training functions within the discipline and facilitates ULO and Combined Arms Live Fire Exercises and all related training; maintains currency across the ULO, and is prepared to conduct Brigade/Battalion-level training across ULO. Plans, develops, and implements policies and procedures to govern daily operations. Prepares and submits weekly, monthly and annual reports to Prime Contractor. Briefs all emergencies and notifies proper authorities for accidents or incidents. Provides direction and leadership to a 50-person team of Observer Controllers and support personnel and has overall site management responsibility for the contract and deliverables, including monthly financial and status reporting. Responsible for ensuring the Battalion and Brigade Commander’s vision and end state for training is fully facilitated. As the program’s Senior Observer Controller Trainer, responsible for Brigade/Battalion-level and below Unified Land Operations training to include Force-on-Force (FOF), Mission Rehearsal Exercises (MRE), Situational Training Exercises (STX), Live Fire Exercises (LFX), Combined Arms Live Fire Exercises (CALFEX), and staff training. Responsible for all AAR products produced for Brigade/Battalion-level training. Responsible for the development of all Unified Land Operations (ULO) training scenarios in support of BN training. Ensures Observer Controllers are prepared to conduct all ULO training missions. Responsible for certification of all Observer Controller Trainers. Responsible for the development and execution of the O/C Certification Program. Supervises and directs the facilitating of all training, including but not limited to: Counter-Improvised Explosive Device (C-IED), FOF, MRE, STX, and LFX. Responsible for all planning associated with all MTT missions. Supervises the process of identify training concepts and strategies; determines resources and estimated funding impacts needed to achieve training requirements.
Supervises the development of short-range training plans to include the identification and coordination of resources
Develops construction of ranges, situational training lanes, and maneuver live fire areas.
Responsible for annual proposals/execution of a budget exceeding $11 million dollars.
Interfaces with the ARCENT G-7, Rotational Brigade / Battalion Commanders and Staff.
Responsible for screening and hiring highly qualified trainers. Additionally responsible for ensuring all OCs are trained and certified to facilitate training events.
Ensures compliance with Safety policies for health and welfare of the employees.
Implement and ensure compliance of all Engility policies and procedures. Accounts for all Government furnished equipment worth over $2 million dollars.
Typical Duties and Responsibilities:
Strong interpersonal skills. Must have high-level organizational and planning skills. Must have excellent communications skills, both oral and written. Experience with training program development, design, training execution and certification processes. Requires demonstrated work experience as it relates to the description of the duties. Former Field Grade Officer, Army/USMC. Must possess extensive training background. CGSC/ILE graduate. Combat experience. Ability to manage in excess of 50 employees. Must have a Secret clearance. Must have a Master’s degree or 20 years of related work experience. Equivalent work experience may be considered in lieu of education requirement.
Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements at an approved CRC
Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the CENTCOM theater of operations
Must be in possession of a current/active US tourist Passport with at least 6 months of remaining eligibility
Must be able to receive and maintain a current/active Kuwaiti visa
Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment
U.S. Army Brigade/Division experience. CTC O/C experience. War College graduate. Combat Arms experience. Experience in the Middle East theater of operations. Strong business development experience.
