This position will report directly to the Director of Enterprise, Program Management and will be responsible for independently applying advanced pricing techniques, requiring extensive pricing, financial and estimating experience.
This position will be responsible for formulating pricing solutions and models for US Government Requests for Proposals starting with the receipt of draft RFPs through final bid submission. This typically requires experience interpreting the RFP pricing requirements, refining pricing models to align with specific RFP, and developing the bid for submission.
Responsibilities also include working with teams of other pricers and subject matter experts in forming basis of estimates that support the pricing models.
MAJOR JOB ACTIVITIES: Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%.
Reviews Government Request for Proposals (RFP) and Invitations for Bid (IFB) to determine general and specific cost requirements, and ensures proposals comply with all RFP requirements.
Develops formats for cost proposal data to comply with Government requirements and the Corporate Estimating Manual client submission.
Secures current and relevant indirect rates and applies to direct cost in pricing models.
Receives pricing data, and makes recommendations on methods, procedures and techniques for pricing proposals. Align computer pricing models to specific requirements of RFPs and IFBs.
Participates in strategy meetings and provides input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
Examines and analyzes cost data relevant to labor, materials, supplies, repair parts, equipment and other expenditures.
Participates in the development of detailed cost rationale and retains backup information to support bid.
Analyzes contracts for relevant cost data, trends, historical data, work categories and other related information.
Prepares internal company Bid Fact Sheet financial input to include cash flow and internal rate of return analysis for all proposals.
Ensures price proposals are prepared in accordance with FAR, CAS and Corporate Disclosure Statement.
Prepares pricing presentation to management.
Performs other duties and assignments as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Employer provided computer, printer, copy machine, and other general office equipment.
Works in a general office environment with moderate noise (i.e. business office with computers, phones, printers.
Ability to sit at a computer for extended periods of time.
Travel required up to 25%.
Must be able to obtain and maintain a US DOD Secret security clearance.
While performing the duties of this job, the employee is regularly required to stand, sit, talk, hear, and use hands and fingers to operate a computer. Specific vision abilities required by this job include close vision required to operate the computer. Ability to work under time constraints and heavy work load.
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
Bachelor's degree in engineering, business management or finance.
Diverse experience in pricing service oriented government contracts including facilities construction, contingency operations and maintenance, and sustainment base operations and support services, required.
Skills are typically acquired through an undergraduate degree in engineering, construction management, or finance, and six to eight years of related experience.
Experience and knowledge of the Federal Acquisition Regulation (FAR) and Department of Defense Acquisition Regulation (DFAR) is required.
Project experience in a deployed environment is highly desirable.
Must possess strong organizational, negotiation, interpersonal, and leadership skills, have the ability to work hands-on and independently, as well as part of the team. Working knowledge of Microsoft Office Suite and be able to prove knowledge of software, to include excellent proficiency with Excel.
