Supervises billeting support to ASG-KU in the mission of conducting clearance inspections, issue of billets to PCS, TCS, and TDY transient service members and DOD/DA civilians, and provide lockout assistance, GO/DV/VIP Quarters support. Ensures personnel exhibit superior workmanship and focus upon a quality end product. Follows Policies and Standard Operating Procedures (SOPs) to ensure all tasks are accomplished safely and with a focus upon a quality. Will have direct oversight of Housing Leads, Coordinators and Housing Specialists. Verifies actual hours worked by personnel to reduce manpower expenditure. Provides Leadership and mentors junior personnel to develop appropriate skillsets. Addresses Customer concerns in a prompt, professional, and courteous manner. Uses appropriate billeting software to maintain accountability of occupants and furnishings. Ensures personnel correctly capture data on maintenance work order requests and preventative maintenance inspection forms for submission to the Work Order Reception Desk.

Coordinate with the Civilian Personnel Office (CPO), ASG-KU Protocol, Executive Service Bureau (ESB), Department of Army Civilian (DAC) Off-Post Housing, COR, NCOIC, Housing Point of Contacts (POC’S), ASG-KU Staff and other tenant units for arrivals and departures of personnel.

Prioritizes assignments IAW AR 420-1, Housing SOP, and ASG-KU Camp Arifjan local policies and procedures, based on the availability of billets/furnishings.

Inspects all assignment packets prepared during the normal duty hours for accuracy and completeness prior to staff performing data inputs.

Maintain records of the status of assigned and available billeting for each rank or grade of personnel.

Verifies updates of housing assignments and terminations (billeting locator) prior to publishing.

Communicates via Military NIPR Enterprise Email with Housing POC’s, Sponsors, ESB, ASG-KU Housing OIC/NCOIC, to receive billeting requests, military orders, and other unclassified information regarding reservations, assignments and terminations (A&T), and distribute to the appropriate sections for processing.

Ensures all billeting requests have been responded to by Housing Coordinators or Housing Leads with reservation numbers sections not having CAC access, have required hard copy documents to process for reservation, assignment, or termination.

Reviews work in-progress to ensure accurate results and to assess quality and quantity produced by employees on all shifts.

Oversees and assists in cleaning of rooms, and maintains positive key control.

Assists in linen and room key issue in absence of Key room and Furnishings staff.

Assists the Manager with the development, counseling, and training of employees.

Prepares and makes recommendations to the work schedule to ensure adequate coverage to meet PWS requirements.

Provides direction on preparation, assignment, terminations, and inventories.

Provides answers to residents/guests regarding DPW services, pest control, laundry facilities, waste collection, cable service, telephone service, fire safety and other housing-related queries.

Directs on-the-job training and cross-training for Housing employees.

Oversee daily and weekly inspections of all vehicles and equipment assigned to Assignments & Terminations. Reports any unreported vehicle damage immediately to the Housing Manager. Prepare safety/accident reports, schedule Accident Review Boards, and make recommendation for progressive disciplinary action for at fault accidents as necessary.

Prepare daily, weekly, and monthly reports and trackers related to the Assignments & Terminations operations.

Assists/prepares for inspections and responds to Contracting Officer Representative (COR) and Housing NCOIC requests through the Manager.

Point of contact to handle situational issues, or emergencies that would require a level of leadership and experience in the absence of the Manager, and informs all Housing Military and Contractor staff on issues requiring immediate attention.
Insures staff compliance with the Housing Performance Work Statement (PWS), and Vectrus KBOSSS Policies and Standard Practices (P&SP’s).

Establishes and continually enforces a positive safety culture throughout the Housing operations.

Adjusts schedule as necessary (subject to swing shift) and cross train to assist other sections in the Housing Branch, or other Community Service Departments (CSD) when short staffed or when mission surge occurs.

Must be willing to work on holidays, short notices, all shifts, overtime and be assigned to any Housing location in Kuwait. Vacation scheduling will also be dictated by mission requirements.

Performs other duties as assigned.

Non-tactical vehicles, computer, laptops, scanners, printers, faxes, other network equipment and other general office equipment.

Work is generally conducted in an office environment. However, duties may occasionally involve working outside with a potential exposure to extreme temperatures. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices.
Work may require intermittent lifting up 25 lbs., stooping, bending, climbing, prolonged standing, prolonged sitting, viewing of computer monitors for long periods of time, and working with or in areas where a potential could exist for physical exposure to extreme dust and temperature up to 130F+ degrees, chemical or biological agents.


Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

High School diploma is required.
A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's license and Kuwait Driver’s License.
Must be able to obtain Common Access Card (CAC).

Program Specific Requirements:

Receives general guidance, provides leadership, accepts responsibility, and makes sound decisions in order to increase mission effectiveness and customer satisfaction.
Identifies and resolves potential problems at the lowest level and quickly as possible.
Safeguards need-to-know information regarding GO/DV schedules and PII.


Approximately 3 years of hotel/housing experience with at least 1 year of reservation/scheduling experience.
Familiar with U.S. Army Protocol or DPW Housing operations.
Must have 5+ years of customer service experience.


Fluent in spoken and written English.
Familiar with military rank structure, and US Army regulation and pamphlets.
Proficient in intermediate-level MS Office software applications such as Word, Excel, Access and Power Point.
Flexible with excellent interpersonal skills.
Able to recognize and quickly resolve customer issues, and work independently with little or no supervision.
Handle multiple tasks at any given time.
Demonstrate strong leadership and influencing skills.
Ability to speak conversational Arabic or Hindi is a plus.

Supervises a section of up to 70 employees. Will have direct oversight of Housing Leads, Coordinators and Housing Specialists.
